Online Programs: Removing the 'Join' Buttons in the Online Programs App

Currently, there are two 'Join' buttons that appear on the Program
Descriptions page in the Online Programs app; one at the top of the page and
one at the bottom of the page. It is not possible to remove either of these
buttons.
